Government Database Rework
This mod turns the government, employee and resident databases into something you can read through instead of search. Everyone listed alphabetically, filtering as you type, and a live profile beside the list before you print it.Changelog

- The Government, Employee and Resident databases list their whole pool alphabetically instead of showing nothing until two characters are typed.
- Typing now filters the list rather than unlocking it.
- Page navigation moved to the bottom of the list, with a page and match counter.
- Added a live profile preview beside the list, rendered from the same data keys the printed record carries, with the print button under it.
- The on-screen keyboard is now a short strip along the bottom of the screen, and can be hidden entirely to fit more names per page.
- The government and employee registers show the citizen's fingerprint card in the corner of the preview, as their printed records do. Looking a record up files that citizen's prints, the same way meeting their print in the world would. Resident records carry no prints and so show none.
