Restart warnings for dedicated servers. Write a file with a timestamp and a reason and every player gets a countdown, on screen and in chat. Server-side only; players install nothing.
The final "Server restarting now" never appeared on a real restart. The server was being
stopped before the message could go out, so it is now sent a couple of seconds early.

The log now records how many players each announcement reached, so a warning that went
nowhere can be told apart from one that arrived.

Daily restart times. Set DailyRestarts to 00:00,12:00 and Gjallar counts down to them.

Countdown marks, wording, poll interval and signal file path are all configurable.
A restart announced part-way between two marks opens by saying how long is actually left.

Gjallar announces restarts, it does not perform them. The daily times must match whatever
actually restarts your server.
