Railgunner No Scope

The primary is replaced with the snipe shots and the secondary is now the smart rounds (old primary). Clicking the primary immediately fires the snipe shot instead of having to scope-in first.

Known Issue

In the character select the smart rounds are on top of the snipe shots, I'm lazy.
