3rd Row CSS
Adds a third row to the css and moves things around accordingly to fit.
- Can be disabled in config live
- Will likely not be compatible with ScrollableLobbyUI when it's fixed
- will have the same issue as vanilla at the 4th row. literally just adds a 3rd row
