Faster Proc Chains

makes item proc effects faster. minor rebalance that makes proc chains function more as burst dps rather than persistent waves of enemy nuke. not super tested but should be compatiable with most things.

Changes

AtG Missile Mk. 1 - 3x faster projectile, halved lifetime
Fireworks - 3x faster projectile, halved lifetime
Plasma Shrimp - 2x faster
Ceremonial Dagger - 4x faster activation speed, 2x faster projectile, 1/4 lifetime
Electric Boomerang - 1.5x faster projectile
Warbonds - 1.5x faster projectile
Ukulele - 2x faster lightning
Tesla - 2x faster lightning
Razorwire - 2x faster razor
