Passive-ish Changes:
- Hurt Box Size 100% => 80%.

- A buff to make dodging easier, for difficulties like Inferno.
M2 Changes:
- Blast Canister now ignites.

- Ignition Tank
Special Changes:
- Power Mode Armor now decays by 20 every second.

- A decent nerf to make it more of a sidegrade to Retool. This should encourage leaving it faster, or risking losing more health in exchange for more damage.
