Adds an artifact that gives players a random elite buff every stage.
This mod should be compatible with modded in elites, as long as they add themselves to BuffCatalog.eliteBuffindices and attach an eliteDef to their buff.
0.0.4: Redid buff exclusion logic to be more robust; Getting ELITE_MODIFIER_SECRETSPEED should now be impossible.
0.0.3: Buffs are now proactively reapplied. They will no longer have short periods of downtime.
0.0.2: Changed buff timer duration, so that it's not absurdly long.
