Updated weather-to-weather chances for vanilla weathers to support the modded weathers
2.10.2
Added 3 new weathers and big updates for the Solar Flare weather. LethalElementsBeta is stable in its current condition, so I'm fine with making the switch here.

The previous issue has been solved. It seems like DramaMask and LateGameUpgrades were conflicting with each-other, so DramaMask is being disabled instead of LateGameUpgrades.

2.8.1 / 2.8.2 Hotfix
Temporarily disabled LateGameUpgrades, as it currently breaks the modpack. I'm going to look into this and re-enable it as soon as I can.

This update adds more cosmetics available in the main menu (that barely take up any storage), as well as 2 new weather effects:
- Heatwave - Extended time spent outdoors will decrease your max stamina and stamina regeneration, as well as adding a haze effect to your vision. Stay inside to beat the heat!
- Solar Flare - Interferes and disrupts most devices, which are all still usable but become distorted and possibly inaccurate. Affected devices include walkie talkies, radar maps, teleporters, handheld battery-powered items, the signal translator, and even electronic facility doors. Can be partially countered by activating nearby radar boosters.

- Started tracking changelogs directly in the modpack (previously used discord).
- Completely overhauled LateGameUpgrades configs to have a more vanilla-like feel. Many upgrades were removed or had their prices / values changed. Interns, deadline extensions, and scrap insurance were also removed. Overall the upgrades should feel tighter / less bloated and more in-line with the base game.
- Adjusted reserved slot prices, combined the weapon slots, and removed the exclusive spray paint slot. These changes were also done to give the game a tighter feel, much like the vanilla experience.
